CPU bus speed Dropping by 75%

I have a Gigabyte GA-970A-UM3 Motherboard and a AMD FX-4100 Quad Core CPU

The issue I'm having is the bus speed has been dropping from 200 to 50
which is slowing all of my cores down from 1400MHz to 350 MHz Minimum and and 3600 MHz to 900 MHz Max. It stays like this until I restart which then returns it to normal.

If there are any answers outside of getting a new board or CPU I would be grateful.

Which Power Profile are you using?
Is your CPU set to limit it's speed in the Power Profile that you are using?

I have a custom Power Profile and No I have all that I can think of that slows the CPU down off, power settings are to never slow down or sleep, C1E is off, cool and quiet is off, I think one other thing is off but I can't remember. I even set the bus speed in the bios to manual 200 (which is default) trying to fix this issue.
Normally I just browse these sites and find my answers but this time nothing works, one of my friends says that the motherboard clock might be crap but I really don't wanna "warranty" out my motherboard.
