XP service pack 3 causes high cpu useage

I installed a GPU and ram two days ago on sp3 and everything ran good, turned it on today cpu useage was at 100 now I figures its these 'interrupts' that are causeing it but how do I find the source? I am on service pack 2 and any application must be downloaded from my phone.

My hp computer has a program called system recovery so i used that.
