Why won't deleted files show up in my Recycling Bin?

why does my Recycling Bin automatically delete all it's files? I heard some of the suggestions but if i right click, the 'Properties' option isn't there? has it been blocked or something as it's a school laptop? and can anything be retrieved or done about it? would be grateful to know what's happening ;)

Do you use a special program to delete programs like CCleaner?
Cause programs like CCleaner delete the program complete from your system so you wont find it in the Recycling Bin.

The system administrator can access any users recycle bin and block it from opening or having it customized by the users of that system. You should contact the system administrator to resolve the problem.

/Or u can check it. Right click on RecBin-> properties Here u see the partitions u have (C,D etc). So for every single partiton u have 2 options for selected location:
1.: Custom size: XXXX(MB) u can set the minimum, so files bigger than that number will be deleted immediately from the computer.
2.: Don't move files to the RecBin. Remove files from immediately when deleted.

So if u use 2nd option or too low number set in 1st option may cause this./
