Heat problems with and power spikes

I am having some problems with overheating while doing nothing. My laptop is almost brand new and probably very little dust in the ventilation. However I noticed there are power spikes in the voltage - while the power is high the cpu seems to overheat and the fan gets lauder when it tries to compensate.

Are you running any heavy applications on your laptop? Check you task manager and see what is running. If anything is running that is cosnuming CPU resurces, there would be the reason for your spike.

No unknown processes or heavy duty apps.

Is you cpu running full speed continuously?

Can you check speed when idle and make sure you have speedstep or cool n quiet enabled?

Also check your power plans options in control panel.

Do as beanoslim says, check within your BIOS.
