Looking for help with BSOD/Lockups, possible component failure

My PC recently has started to have issues with windows, random bluescreens while doing nothing, and all around isnt performing. Originally built in march, it got overclocked at that point and held stable at 4.5 @1.3v on an i5 3570k. Ran flawlessly from march until now, with very minimal issues(had experienced some lockups, and a few other things) and then it started to blue screen relatively often. Removed my OC and it started to behave normally, but windows had an issue. Tried a repair, and it caused a myriad of other issues to spiral out. Eventually I wiped the drive and reinstalled windows, but it won't update now. Still have bluescreens even on stock settings, when I try to reset my OC back to what it was 4.5@1.3V it will not even load windows before it begins crashing, never returning a bluescreen that I can see.
I have ran a memtest to check memory, and it came back pass
I have ran crystaldiskinfo to check both harddrives and they came back healthy
I cannot get prime95 to even load a test before it crashes my computer completely, either a BSOD or a whole lockup
Common error codes I see are CPU Watchdog Timeout and Machine handle exception

ASUS P8Z77-V LK

TL;DR
BSOD on stock settings
BSOD/No Load on OC settings
Windows won't update
CPU_WATCHDOG_TIMEOUT
MACHINE_CHECK_EXCEPTION

You could try running the Intel Processor Diagnostic Tool to see if you did any damage to the processor during the O/C'ing.

Did you run memtest for at least a full pass on each stick?

There's also the possibility of a voltage issue with the PSU.
