Computer Won't Load After Power Surge

So I received a PC that had a problem with a power surge and it load properly. Here are the symptoms:
1) PC turns on, and all fans spin perfectly
2)HDD runs perfectly
3)RAM works
4) MOBO gives off 1 beep
5) Screen gives the options to "BOOT normally", or "Run Repair Mode"-But then neither option works, it just goes in a loop.
6)MOBO does allow for F12, and allows DEL-ENTER SETUP
7) Screen says "No Signal"
Also, mind you this is using Integrated Graphics

Steps Taken:
1) I have replaced the PSU with a new one
2) I tested out all 3 RAM sticks, as well as placing in 2 other new sticks of RAM.
3) I have placed the HDD in my own PC and everything loads up perfectly.

At this point I feel like it's the CPU, and not the MOBO, but I'm not sure.

disable automatic restart on error andf boot up normally again and check what error message you get.
Off hand I'd say you just have a corrupt driver that isn't used whn the hdd is in your system. If that not it then I'd say system board.

CPUs rarely fail, so it's probably the motherboard.

the HDD is working perfectly fine. I've loaded it up onto my own pc, and everything works perfectly. The OS is present and functional and all files open up without a hitch.

Yeah I can't tell if it's the CPU or the MOBO yet. The only reason why I was thinking it was the CPU is because the MOBO gave me the correct number of beeps, and everything else still turns on and spins, which I kind of figured meant that it's sending the proper signals to the proper places.

Again, CPU's very rarely fail. They are robust little buggers. So most likely it is your motherboard.
