Is my PCI-E X16 2.0 slot backwards compatible with a 3.0 card?

Yes, you could use a 3.0 card on a 2.0 pci-e slot, it will just run at 2.0.
the performence drop is close to none and would be 3-4 frames at most.
but you didnt specify what card you would be using, and make sure ur psu is strong enough for ur new card.
