It really depends, if you just want to keep a stock processor cool or you want to do a slight OC, a heat sink with a fan is the better choice. However, if your overclocking a cpu to a large extent or you have a cpu with a very large TDP, liquid is the way to go.
 
CLC liquid cooling or proper water-cooling?
If its CLC, are we talking a H60 or a Swiftech H220?
On the air, are we talking a Hyper 212 EVO or a Noctua NH-D14?

By what metric do we judge "better"? Price to performance, outright performance, price, aesthetic, upgradability?

We need more info before we can say either way, far too many variables we need to know before we can give you a proper answer.
