bf 3 am i having a bottleneck?

my system:
gpu:sapphire 7870 xt
cpu:intel core duo quad q8300
psu:coolermaster 460 w
ram:4gb ddr2
win 7 32 bit
i get min 25 fps in bf3 ultra settings.when it hits to 25 fps my cpu and gpu performaces are(overlay graph command) gpu:34 cpu:38(
so am i haveng a bottleneck?

The 7870 is not a good fit for a 460W Cooler Master PSU. The 4GB RAM is not enough for BF3 on ultra and the Q8300 @ Stock is a nightmare for the 7870 XT . Effectively, we will have to rebuild practically the entire system.
