Is there a utility to measure power consumption?

You wont get that kind of functionality from the motherboard, because all the power in the system ddoesnt flow through it.

You can get Kill-A-Watt meters that plug into the wall, and then your PC plugs into that. That will show you the total power draw of your machine, including PSU inefficiency which is where a fair portion of your power consumption comes from.
I believe you can buy them at pretty much any electrics shop.
