I was wondering if an Ati xfx hd 5750 graphics card would work on my dell optiplex 745.

No, considering that the default power supply on the dell optiplex 745 is 305W, that is not enough to power an HD 5750 which requires a minimum 450W PSU

If you have Mini Tower, you can upgrade power supply, then it will work.
However, budget wise, it would be cheaper to get HD7750, which is very close in performance to 5750. 7750 can work on even smaller power supplies!

Due to limited Internet access at the moment I can say from my experience that 6670 will work for 100%, for the rest I need my PC not smartphone, LOL. Why you are against 7750? Is it money problem? The strongest card which can physically fit is HD7770.
If budget is the issue, please state how much you can spend here.

Is newegg or amazon OK? Can you buy online, or only for cash?

If you can buy only for cash, you would have to list models here for approval - only single bracket, thin cards can fit in Optiplex, so your ordeal is not over yet.
I will post detailed guide to Optiplex mini tower when I got home to my PC.

I think I am done here, I see no other options.

32 bit os or 64 bit os? If it is 32 bit, then avoid 2 GB cards.

The "requirement" doesn't mean much. The card only needs 55w.
Many people run it at 250w supplies without problems.

To show that the "requirement" is non-sense, check the "requirement" on the Radeon 6450.
