IS 650 watts psu enough to run 2 way SLI GTX 770? (superclocked)

No, you would need at least a 700-800 psu.
you might maybe get away with a 650 antec, just because its antec, but dont try.
get atleast 700 watt from a good manufacture, my suggestion, get a 800 one.

Hi - 650 not enough for 770sli. realhardtechx (their expertise) suggests
a quality 850w unit with 4 pcie connectors for that setup.
There is some wiggle room, but not to the tune of 200w.
