loading operating system

i tried turning on my husbands computer it will not go past the loading opetating system screen. Hes away on military orders do hes not around to help me. What do I to fix this... I need help

press the F8 button befor the windows loading screen and select safe mode

start button -> control panel -> programs and features, remove anything that isnt needed for the computer to operate

start button -> type cmd and press enter -> type chkdsk /r and press enter, let the scan run, restart if nessesary.
