Check to see if all parts are functioning correctly?

Is there a program or some way I can check tower if all parts of my computer are working correctly? It's working but FPS in games are not what they should be with my build. So I don't know if its a limit with the games or something's messed up.

What fps are you getting and in what games?
What's your monitor resolution?

1360 x 760
Mostly in skyrim large battles with 100 npcs
But in sebother games as well i don't tgunk it's performing to its full potential, cuz in low graphic games (wurm online) FPS drops to 30ish whenever I leave a cave and it loads the outside world then goes up to 60

I believe it's something with my CPU or mobo cuz ingame I get 39% usage of gpu but everything is lagging bad at 10 FPS

If you're not getting 100% gpu usage while gaming then that means something is holding it back.
It shouldn't be your processor though because the 3570k is a great processor.
Have you tried overclocking it?

Yes I've OC the CPU to 4ghz while playing with mods.
Am playing on a tv not moniter could that be the problem?

That shouldn't be a problem. If your gpu isn't getting 100% load during games, there is definitely something wrong.
Is your gpu in the highest PCIe 3.0 slot on the motherboard? That's the only thing I can think of.

Yeah top slot. I have no idea what's wrong. Just makes me mad knowing I paid almost $2000 for this thing and its not working to its full potential. Makes me almost want to go back to consoles

Do you have the lasted graphic card drivers?

yes i do. also i monitored my cpu with task manager while playing skyrim with all the NPC's here are the results in case anyone can help.
