GPU Trouble! Not sure if it is power supply.

I recently started a computer build and it works fine until I plug in my GPU into my power supply. I have a GTX 650 and a Corsair TX650M and I was wondering if the power supply can handle this GPU. Also when I connect GPU into my power supply the fans sound like they are running slower and nothing displays on my screen. I'm not sure if I don't have enough power or the GPU is dead. If I need more power what PSU would Suffice for this GPU.

change the psu, the corsair tx series are one of the worst reviewed psus, their not as good as the new corsairs. your psu might be dead.
