With new Sapphire 7970 installed computer will not power on.

When I install my "new" Sapphire 7970 OC w/boost the computer will not power on. I have a ocz600sxs power supply and I am using a splitter cable to split the 8 pin power on that to two 8 pins. This means it is running on one 12v 18amp line. Will getting another set of cables to run the other 8 pin off a different 12v fix the issue? I had read a few reviews saying these splitters are fine before buying this splitter. Help please, I would hate to hear this card I got is bad (although it did look the mail people used the box as a basketball).

The computer works fine if I install the old gfx cards (im on it now). It may not matter but the website for sapphire says 1xPCIe-8pin and 1xPCie-6pin. The card has 2 8 pin slots though so I am using two 8 pin. I do have a cables handy for a 6 pin I can run on another rail.

UPDATE ::Additional Info:: The gold "teeth" that plug into the pcie slot have 2 areas were the tip of the teeth are removed (about 1/6th of at the very end. Also 2 have very small scrapes towards the tips as well. The scrapes do not look to be completely through it and even these pics do not show the scrapes well. Here are pics of the damaged "teeth".

Other info in case needed:
CPU: i7950
MOBO: EVGA x58 SLI
Memory: Bunch of it :p  :: if you need to know I can take a few minutes to find out the specs.
SATA 3.0 PCie card

That does sound like a power issue.

18 amps IS NOT enough to run a 7970 at full load, although it is strange that it wouldn't boot.

But it does sound suspect.
