Upgrade information on Dell 560 Inspiron

PCI Express 3.0 is backwards compatible with 2.0, so it would work with that card. Something to consider when upgrading a manufacturer made PC.. make sure your current PSU can support the new GPU. Not enough power can "brick" a card. Most-likely wouldn't be a problem with the currently selected GPU.
 


This is good entry level card, yes PCIE 3.0 is backward compatible to even 1.0, so you is fine.
Regarding power supply http://www.hwcompare.com/13468/geforce-gtx-650-vs-radeon-hd-7750/ 7750 uses only 55 watt, so you fine here as well if you have Inspiron 560 Mini Tower, if you have Slim form factor, you fine in terms of wattage, but you will need low profile card.

Thank you so much I don't have the slim tower so I should be good. I am also ordering the upgraded psu since it only has a 300w one.
 


If you need card for gaming you need GDDR5 card, and now you getting GDDR3, which is better for HD movies and multiple screens, but much worse for gaming, so you know (you did not stated the purpose of upgrading).
