Help deciding between monitors

Hello,
I need a new monitor. I have decide to go with Asus this time around. The only thing I'm not sure about is go with an IPS panel or not. These are the two I'm interested in:

ASUS VX238H
1ms response time
80,000,000:1 Contrast Ratio
ASUS VS239H-P
IPS Panel
5ms response time
50,000,000:1 Contrast Ratio

Both are 23inch. I know companies can make their response times be what ever they want but is there a big difference between 1ms and 5ms. I play fps so response time is important to me. Also is the viewing angle increase in IPS panels worth it.

If you want to suggest a different monitor my budget is around $170. I would love a 144Hz monitor but I can't afford it at ~$250.

Absolutely 100% recommend the IPS. And forget those contrast ratios :-) Monitor manufacturers are notorious for the most misleading, inaccurate and useless specs. Use professional monitor review sites (like www.tftcentral.co.uk) for true, measured values. The VS239H-P has a feature called Trace Free which accelerates pixel response so that you can have fast performance AND the vastly superior colour quality / accuracy of an IPS panel. No monitor will achieve a true static contrast ratio of much more than 1000:1 by the way unless it's a VA-type panel (which probably isn't something you really want - there are other drawbacks).

I would go for the IPS as they have much deeper colours and better viewing angles. Also I think for fps the refresh rate is more important than the response time, I think anything below 8ms is unnoticeable.
