Would like it to be somewhat quiet but my biggest concern is keeping it cool, especially since I plan to overclock.

Here is the part list I have spent hours on. I used pcpartpicker because it helps with compatibilities and finding the cheapest places.

I don't know if the PSU I have selected will be sufficient. Maybe this one?

ok so looking over your parts list everything looks good. i would add the other psu just in case for future upgrades. also, i would suggest you drop the 660ti for the msi 760 which is only $4 more (factory oc and better cooler than reference so more oc). also i would add a corsair 100i so your cpu would then be watercooled, but it is prefilled so you wont need to worry about anything, and obviously you would then be able to oc your cpu to a higher clock rate.

so i think this would be a good build for you in your price range.
 
-Motherboard is expensive.
-You can get a better gpu, as stated above.
-CM Hyper 212 EVO will do a better job over the Zalman and it comes with decent thermal paste so you don't have to buy it.
-PSU isn't the best quality.

-Asus gpu. GTX 760 maxes out any game on 720p.
-RAM isn't corsair, but G.Skill is one of the best RAM vendor and the color matches your board. Also low-profile.
-Corsair case. Great case, better value than the Thor IMHO.
-Not a corsair psu, but this psu is cheaper, high quality, and allows for SLI.
