Is your BIOS set to IDE or AHCI? IDE woluld make your RW speeds slower for your ssd and give you a lower rating.

Download CrystalDiskMark and check your RW speeds.

Just as an FYI, I installed an OCz Vertex 2 (SATA 2) and my WEI went to 7.7 without doing anything, except plug the SSD in and then do an install from scratch using Windows 7 Home Premium. I later went back and reviewed some tuning recommendations and Windows 7 magically set all of the tuning parameters correctly on its own.
