GPU And CPU Got Hotter When I Moved it

im using a custom loop and a 1 pull and 2 push atm, i moved the radiator down to the bottom since i thoug you know heat rises. But for some reason in that white area its still hot even with a 240 pulling it out at the top and that heat is heating up the loop near the block causing that to have bad temps aswell.

I7 3770K
ASUS 7970
GA-Z77X-UD3H

imm getting 70 at 70% load on the cpu and 73 at 20 load on gpu

also my ambient is very high down in so cal.
