My Pc is not functioning I belive its either the MoBo or CPU.

Hello i recently built my first computer, but am having trouble. the graphics card fan works, but none of the others. Also nothing is show on my tv (have it hooked up with hdmi cables to my tv, so do i need a monitor). I believe everything is compatible. I have only worked on tile floor so no problems with static electricity. If you could help me I would be most grateful.

Here are my parts:
Case: Mini itx proddigy
Cpu: intel core i3-3220 3.3ghz dual-core processor
MoBo: Gigabyte H77N-Wifi
Ram: Corsair vengance 8GB (2x4GB)
Graphics card: Power color HD7850 2GB
PSU: Corsair Builder Series CX 600 Watt ATX/EPS 80 PLUS.
Hard Drive: Western Digital 750GB

More detailed description:
I have everything hooked up, when i turn it on a blue light goes on on the side of the case (near the power button). Next the graphics card fan starts to spin. Also you can barley hear the psu so I know its on and working (plus the graphics card fan is working). I in side the case where the cpu cooler and case fan are but they do not move. look up at the screen and it says no signal.

Your CPU's cooler fan isn't running? Did you remember to plug in its fan? And don't forget the power cable to the gfx card.
