are i3 and i5 stock fans interchangeable?

I will be building a computers for my parents using some of my current computer's parts, and then buying what I need to have replaced. I have an i3 3220 with stock cpu fan. I will be installing this in my parent's computer and replacing mine with the i5 3570k with an aftermarket cooler. My question is, am I able to use the i5 stock cooler on the i3 processor? I'm asking because it will save time to use this since I won't have to reapply thermal paste after cleaning the i3 and the stock fan. I would essentially clean the i3 of all paste, and install the new i5 fan. Am I able to do this?

Also, is it recommended that I reinstall windows after a ram and cpu upgrade? I'm running windows 8. Thanks!

You can. Your choice. There is no cumpulsion though. As the OS would be in your HDD.
