USB not formatting due to write protected.

My Transcend USB is not formatting due to write protected.
I already try many procedures and steps followed Google and may suggestion like Registry Edit(Their is no such class named "Storage Device Policies" only storage is present),i already used "Safe mode and Command Prompt" option,I followed Device Manager "Uninstall, Re-install and h/w scan,I followed Disk management "Remove Driver path and re-assign but its not format or assign" the USB.

Same problem with me I was transferring 10 GB's file and i had a 4 GB microSD CARD i split-ed that file in to 15 parts through WINRAR 11 parts transferred easily but certainly (THE DEVICE IS PROTECTED) error came. I have tried (REGEDIT) method & (CMD) as well but the error is same can any one please help me out......
