My monitor screen only shows a cursor and a black screen

I guess this happened when I was deleting some files but when I turn on my CPU, the monitor turns on but it goes black after the Windows 7 start up screen and then all I see is a cursor. Any solutions.

Try a bootable media (DVD/USB) to repair the "Startup Repair" option.
