Budget routers often top out at 8-12 wireless connections depending on many factors like interference in the local environment and the specific adapter types in the attached devices. To get the best performance do not support legacy devices, use N only with WPA2/AES security. You will be better off if at least some of the devices can connect with cables to save the limited wireless bandwidth for the remaining ones that cannot. Otherwise start looking at high quality (not budget) equipment.
