Haswell vs Clover Trail in tablets

Since Intel is going for lower power usage in Haswell, what's the point of putting a Clover Trail SoC in a Tablet when you can have a full power CPU for only a bit more power usage. I get that Clover Trail+ is good for smartphones because they can't fit a Haswell chip in there but why compromise a tablet with an Atom when it could get a Haswell?

Haswell Tablet = $1000-$1500

Atom Tablet = $600-$800

Haswell for the rich , Atom for the normal budget.
