i7 4770k/is my chip the norm?

I've just built a new gaming PC, I'm not a pro at this stuff, and I've overclocked my CPU.
Just changing vcore and multiplier I have a stable 4.6 @ 65c max temps(prime95 an hour) and average temps under load @55c.
Idle is 27c-33c
My fear is from it taking 1.413 vcore(cpuid) to be stable at the 4.6ghz.

I like the temps, but should I have to pour that many volts into it? Did I get "screwed" on my chip?

How high should I feel safe raising the volts?
I feel like I should be able to hit 5 ghz with safe temps but don't want to run 1.5 core...that just sounds scary.

It all depends on the individual CPU, they all have different tolerances, some can only run 4.4 others 4.9 with comfortable temps, which is what I watch

When so I stop raising vcore? is 1.5 safe as long as my temps are good?
And what else do I change in bios that would allow lower vcore and stable OCs.

Intel tested through 1.5, I'd keep it lower, mid 1.4ish, but all are different, some handle more voltage much better than others
