Problem with my 2 pc with almost the same specs

good day sir/mam. i have a question. i have 2 PC. here are the specs.

PC1
cpu:intel pentium 4 3.0ghz htt
memory:1.5gb
graphics:amd radeon 2600xt

PC2
cpu:intel pentium 4 3.06ghz htt
memory:1.5gb
graphics:amd radeon 2600xt

now the problem is i run prototype on both pc's. i noticed that on pc1 seems to run smoothly then on pc2 seems kinda laggy.. now i installed fraps to see how many frames will produced on both pc's here's the result

pc1 fps 12-20fps
pc2 fps 6-14

now the question is why is pc2 drop heavily its frames while they were both nearly the same specs i set it both prototype video settings to low quality and resolution.. what can be the cause and solution to this.. sorry for my bad english..

PC2 might have a driver issue, try installing the latest drivers.
