Screen jumping while dragging!!

I just had my computer rebuilt last week. I got it home and when you dragged any window or arrowed down the screen would jump!!

Solution that worked for me-
I have Windows XP-
1st I went to the control panel, then to settings, then to advanced, then to troubleshoot, then to change harware, then changed acceleration to none, click apply and ok.....Done deal !!! Don't forget to do a restart to accept changes.

That's not a good solution, you probably did not get the right video drivers installed. You want hardware acceleration ON for video otherwise graphics will be very slow. Unless you mean some other acceleration like the mouse movement.

There is no "settings" menu option in control panel, you skipped a step somewhere.
