Alright, my problem is a VERY hard thing to describe. There is somewhat of a layer of... "interference" when (and only when) I play games. The game runs fine, but there's a weird little layer of the devil himself annoying me while I try to play games.

Imagine sort of like what an old television set did when the antennae was off by a bit, or when you have your monitor halfway plugged in so the screen is tearing up a bit. It's like that, but only in games. Some games don't have it, most games have it but it's barely noticeable, then a select few hell-spawned games (Half Life 2) have it right in your face.

I have an AMD Radeon 7000 series graphics card (7970 I think). Any guesses (or answers, that would be lovely) are appreciated.

try reinserting your graphics card and/or the video cable into the monitor/graphics card.
Also try updating your drivers or cleaning your fan, you may be getting artifacts.

Try taking some screenshots and posting it it may be a bad video cable or connections. Or you maybe getting artifacts as Shadowblade has said

You overclocking? Overclocking almost always = artifacts. Try underclocking, that could help.
