Looking to help my nephew build a new budget gaming computer.

Currently have:
9600GT 1G DDR3
DVD Burner
Mouse & Keyboard
Monitor
Windows 7

Would these parts he chose be compatible?

The videocard will be replaced in the future, possibly by my current AMD 6850 Radeon.

He wants to play Black Ops 2, although I think he spends most of his time playing minecraft anyways.

Yes they will work, but there are better options.

CPU - At that price the FX-6300 is a better option.
PSU - Antec, Corsair, XFX or Seasonic. 450w / 500w is a good size for what you are after.
