Can i buy stuff with PayPal without a bank account or card?

Tom's Hardware probably isnt the place for this question, but whatever. I want to buy something from Newegg.com with via PayPal, but i dont have a bank account or credit/debit card. So is it possible to buy stuff with PayPal with no linked bank accounts or cards? I think ive seen like PayPal cards or something at stores before, is there such a thing? And if there are, can i buy those and add the money to a PayPal account to buy stuff with the account? So please leave any feedback or help. Thanks!

You meed a valid bank account or a credit card to get a paypal account. Newegg does accept money orders.
