A8 4500m Wont go past 1.4ghz

hello, I recently acquired a new laptop with a A8 4500m inside, however after watching Cpu-z and AMD overdrive ive noticed it doesnt move up above 1.4ghz even with turbo boost on. So i tried to over clock it to a modest 2.0ghz i might say since thats well under even its highest boost clock, however once i hit Apply in amd overdrive it simply reverts back to its default of 19x and wont go past 1.4ghz. Any reason it might be doing this? as my understanding is that it should be running at like 1.9ghz default. Also the temps dont rise above 41c so its still within threshold.

Have you given enough stress? Say prime95 or intelBurnTest or OCCT?
