Looking for a Great 24" Gaming/Multimedia Monitor

So I am looking for a 24" high performance monitor for gaming and multimedia. I need help...I am confused about the importance of a high refresh rate (ex. 60Hz, 120Hz, 144Hz) related to smoothness for games. Mainly looking for quality of picture (including brightness and colours) and smoothness during gameplay.

If it helps:

-I play FPS games and online games, but not very often.
-I play lots of RPG games (i.e. Skyrim)
-Running a GTX770
-Resolution 1920x1080
-Budget I am fine for paying for quality (just don't want to get ripped off cause I am unsure what to look for)

If possible if you don't mind explaining your choice in monitor it would be very benifical for making my final selection...I really do not know much about monitors...
