Radeon HD 5450 DVI not working.

just purchased Radeon HD 5450.
DVI port will not work.
VGA works fine. both monitors work in the VGA port.
VGA to DVI adaptor worked on previous stock video card.
Verified latest drivers.
Second monitor (plugged into DVI port) will not enable. HELP.
