i5 2500k Processor. Need a new heat sink! Keep it as cool as possible for under $50!

I know most of these are over the budget max but...

For liquid cooler get the H80 or H100.

For air cooler get the Noctua- NH-D14, Thermalright Silver Arrow or the Evo 212.

ALL these coolers will allow for overclocking. However in this scenario you get what you pay for so the more expensive ones will allow for better cooling and overclocking capabilities.
