Alright, here is my rig:

CPU: Intel i5 3470 @ 3.2 Ghz
GPU: XFX Radeon HD 7970 DD Black Edition
Memory: 8 Gb
Power: 650Watt
Hard Drive: 1 TB
Resolution: 1920x1080

Well, I am a big fan of Total War games but this rig runs it terrible. Somehow, the GPU usage is always 40% maximum and the CPU is almost at 100%. Shogun 2 is famous for it's bad CPU core usage but other people with worse specs play without lag.

Is there anything I can do or does anybody know what the problem is?

Thats a bit odd... you should be running that game just fine! I would recommend a BIOS update, they can typically fix various quirks with game performance for the silliest reasons. Whats your FPS for this game?
