Black screen with cursor, Disk Check, Works, restart, Black screen with cursor

my computer always boots with a black screen and the cursor so i boot in safe made and run a disk check which takes about an hour but once i turn my computer off again then start it back up i have to repeat the process again. Also i have a new Graphics card, ive installed all drivers i think and uninstalled all the old ones

Try to format and clean install the OS.
