V-core fluctuations on my pc

My v-core on my sabertooth 990fx is jumping all over the place. I have the 8350 cpu and just changed the psu. I have no Idea whats going on
Just noticed the voltage jumping around while idling. .8 to 1.38 everything in between. Do you guys think it is motherboard? I don't overclock.Would like some input before I go through the rma process.

depending how much load you put on the CPU, the voltage should change. if it fluctuates even if you do nothing, try turning up the load line calibration (it could be labeled LLC) set it to extreme
