Moniter flicker while gaming.

Hey guys, ive just recently built my first PC and while i thought i'd done all the necessary research i think i may have overlooked something.

Whenever i run a game on steam i get these faint flickering horizontal lines moving from the top to the bottom of the monitor. I've googled the problem and tried various fixes. some sites suggested it was a v-sync issue so i downloaded d3doverider to force it and triple buffering. Which did reduce the visibility of the lines but they are still there. Ive also heard it could be a driver issue but i have the latest drivers installed for my GPU so i don't know what to do there.

Ive also read that it could be a refresh rate issue with my monitor which is VGA only and stuck at 60hz (the one area of my build i did cheap out on sadly) but ive got no way to test this and id rather not buy an entire new Monitor only to find out the problem is something else.

Intel i5 3570k
EVGA GTX 660
8gb RAM
Gigabyte SKT-1155 Z77-DS3H Motherboard
Corsair Builder Series CXM 500W

I have the same exact problem as you and I have the same monitor . I haven't found the solution yet unfortunately .
Try to get a VGA monitor from a friend and see if the lines are still there .
