Possible to add cpu/gpu to microATX build?

I'm starting to try to put some components together to build a new, small form-factor rig. Upcoming conditions won't allow me to continue using my tower. I was wondering if I'd be able to use any of these items in a new build on I'm assuming a microATX board. Smaller the better, but still need to maintain ability to edit photos in RAW, ideally run a serviio server at times, dualboot Ubuntu/Win* and being able to play Counter-strike still would be a plus. Nothing too taxing, but every detail helps. Below are pasted various parts pulled from Belarc:

Guess I should add I'm trying to do it on as low a budget as possible, but would still like to have it quiet too. Brands aren't that important. Any suggestions for replacement parts or just new parts in general like case/MB would be appreciated too. Thanks.
