I can't play game in 1080p Xbox 360?

I can't play game in 1080p Xbox 360? i have HDMI cable and i have Full HD TV samsung 40' and 60 Hz .... i set 1080 p in Xbox settings but when i played my Game GTA IV the graphics were bad.. please help what should i do? can i turn on HD in tv settings or something? and does Hz effect on game graphics? PLEASE HELP

The whole purpose of consoles is that they are a closed system and graphics/settings are not meant to be tweaked. If you set it to 1080p in the Xbox settings, then there's not much else you can do besides fiddle around with the TV settings. But, that's not going to improve graphics unless your TV is horribly calibrated.
