Is that a thing that can happen? i made my computer a couple of days ago and my cpu cooler was moving around a bit when ever i touched it so i decided i would tighten it more today and i ended up making the idle temps 25degrees c instead of 28-29degrees. is that what can happen when it is tighter on the cpu?

its not a big difference in anyway but i thought it was cool that it actually helped drop the temps

What happened was either there were air bubbles in the thermal paste and you cleared them out with more pressure, or there was too much paste and tightening it allowed for the correct thickness. Too much thermalpaste will actually insulate the cpu, making it warmer. That or it was simply too loose so it didnt put enough pressure on the paste.

if it was a bit wobly to the touch it wasn't properly secured to begin with im surprised you only got 4 more degrees i would expect a bit more at least 10 but yeah thats good for you
