CPU underclocked and multiplier locked

Hey guys, I had my computer to repair shop a month ago and i didn't really use it much after i got it out, However the last few days ive been using it a lot and ive noticed that its going alot slower than it should, No freezing or crashing but just going slower, I got CPUZ and i saw that my cpu was underclocked the multiplier was set from 9.5 to 6, I have Core 2 Duo e7200 2.53Ghz now its running at 1.59Ghz.
I have Gigabyte JW-IG31-CF Mobo

The multiplier is grayed out and i cant change it, If you guys know a way to unlock the multiplier you would save me a lot trouble, The cpu is running at half speed and i dont want to send it to a repair service again. Also when i reset the bios to factory settings it doesn't change the multiplier back to its original/

May not unlock the multiplier,but should allow the max..
Try setting power options in control panel to "high performance"
