GTX 780 SLi GPU usage low

HI

My PC specification:
Mortherboard: gigabyte z77x-UD3H (Rev 1.1) Bios version F18.
Bios setting are remain factory preset.
CPU: Intel I5 ivy bridge 3570K with no-overclock
Memery: corsair Vengeance DDR3 1600 16G
Graphic card: gtx 780 SLI. One is gigabye reference card with base clock 863Mz
other one is evga gtx 780 reference card with same clock
Power supply: seasonic x850w 80 Plus Gold.
nvidia driver version: 320.49

i am experience low GPU usage. it range for 27% to 50% on both card
both card run below 79 degree. Fps i got it range from 35fps -60fps in crysis 3 on 1980 * 1080P 144hz.
it is overkill for my monitor. but i decide to do that.
I feel like i am using only one single gtx 780. Using MSI afterburner to record
the data.
i already set up the maximize 3d performance in configure SLi of nvidia control panel.

Is there anyone can help me figure out what is wrong with my PC.
why it get low GPU usage and not performace increase.
what can i do to troubleshoot the problem?

Crysis 3 likes a fast CPU, as well as more cores. It likely is bottlenecking you at stock settings. You can't do anything about the 4 cores, but you can certainly try and OC it. You also cannot expect to get high FPS in Crysis 3. It is just not one of those games, but you can get closer if you sacrifice some settings. 144hz or better yet, 100hz to 120hz with lightboost, will often require you to lower settings to take advantage of.

I try BF3 as well. the GPU usage range from minimum 40% to maximum 70% . fps goes from 90fps to 130fps.
both card fan at close 50%. GPU1 is boost on 941MHZ. GPU 2 sometime boost to 1019mhz.
so do you think the graphic card is defective ?
or it just CPU bottleneck the graphic card for sure?

You need to overclock your CPU, you'd need to even with one 780. Certainly a CPU bottleneck, no doubt about it, you can't pair that much GPU power with a CPU at stock clocks.

ok thank you. i will overlock the CPU later after i change my cpu fan.
