Laptop: Power in USB port nut won't turn on

Hi, My laptop just went black screen. There is power in USB port and it's working but the laptop won't turn on. It's a 4-year old laptop.

I have tried removing hard drives and shuffling RAM, and it's not working.

Does power in USB means motherboard is working okay?

Any suggestions are welcome!!
