Does the PSU affect Overclocking?

I know in order to overclock you must have a suitable wattage PSU, however I would like to know if this PSU:http://www.dabs.com/products/corsair-750-watt-builder-series-cx-750-modular-power-supply-8GFW.html?q=cx%20750&src=16 Can overclock an i5 4670k and a GTX 760. Or should I get this: http://www.dabs.com/products/fractal-design-800w-tesla-wired-80--gold-psu-8B9N.html?q=800w&src=16

Will there be a massive difference in stability when overclocking? (Sorry if this is noobish as I am new to overclocking)

You want at minimal a silver certified psu so that it will be more efficient and consistant than a bronze especially for over clocking.

The Tesla's a good choice, though the Corsair would be fine also (it's single rail, plenty of Amps)
