Error 0xc0000022 with Kaspersky and win 7 , nothing helps

I have Kaspersky, Windows 7, and am trying to get Eclipse's Java Developer loaded for a class. I tried downloading the Eclipse Java program, and when I go to hit the .exe it pops up with a "path too long" error, saying it couldn't finish downloading. I tried shutting off Kaspersky and doing a sys restore, and it didn't work, just gave me the error again (note: sys restore hasn't worked on my computer for 8 months now, stupid error). I tried sfc/scannow and that did not work either. I've got assignments due Saturday and can't get this loaded! Any ideas on how to fix this?

What browser using for downloading, IE, Mozilla...?
When downloading, save it to a folder, do not open it from a temporary folder.
It's a ZIP file. What application using for unzipping?
Downloading the 32 or 64 bit version?
