I am about to buy the Powercolor HD 7950 from Pcpartpicker.com and I saw on the AMD website that if I buy a 7900 series GPU then I would get Crysis 3, Bioshock Infinite, Tomb Raider, and DmC. Is this true? Does it have to be a reference AMD card or can it be a Powercolor card? I'm very curious because if I don't get these games with my purchase than it's a deal breaker. I would appreciate the feedback, and thank you.

You might be too late for it. AMD started running these awesome game bundles at the beginning of this year. I got a 7850 with 3 games from them that way.
Anyways, the games came with any AMD card from any manufacturer, but not every seller was aloud to offer them. I don't know what store you are getting your card from, but from what I heard except I think he 7970 Newegg is out of the free games. TigerDirect still had some though. Give me one second and I will tell you if anyone still has them.

Alright so I finished searching for you. Here are your choices. If you want to buy a 7950 and still get the games you have only 1 option.

This specific card from Tiger Direct is the only 7950 to still have them. You ill get Tomb Raider, Bioshock Infinite, Crysis 3, and Facry 3 Blood Dragon.

From Newegg they have other game bundles on the AMD cards but you don't know what you will get.

Here is the 7950 on Newegg, and you have a coupon to get 3 games but it doesn't say what games you will get, you will chose them from a selection only after entering the code.

Honestly I think you are safer to get the one from Tiger Direct.

Even besides the games I would advise you to get AMD though, at its price the 7950 beats any Nvidia card at the same price.
